Vacuum: as stated by Paul Dirac Sir
A perfect vacuum is a region where all the states of positive energy are unoccupied and all those of negative energy are occupied. & this was stated when Dirac sir was formalizing the relativistic quantum theory of the electron. (interested people can refer pg. 275 of his book, titled "The Principle of Quantum Mechanics").
